Question: Why I failed to Register in SSS Online Inquiry?
Answer:
Your problem is actually the problem of all SSS (Social Security System) members who tried to register the SSS Online Inquiry system.
To know what really is the problem, I tried registering my self. And just like what you experienced, I failed to register. I tried 20 times and they emailed me 20 times with the message telling me that the registration that I tried failed.
I wonder what's the problem with the data I entered. In the best of my knowledge, I know that they're all correct including my SSS number and SBR number in my SSS receipt.

I also tried to call their hotline number but I failed to talk to anyone from the SSS. So, I guess, the problem is in the SSS and its website.
