As of writing this post, the fight of Manny Pacquiao vs Floyd Mayweather Jr is not yet been set so, we couldn't tell yet whether they will met in the ring for us to find out who is really the best pound for pound boxer in the world.

However, to answer the question, I will base it on the current status of their boxing skills.

For me, Floyd Mayweather Jr is nothing compared to the Pacman. If they will meet in the 140lbs division, Floyd will be thrown into the canvas just like what happened to Ricky Hatton earlier.
